هل أنتم مستعدون للكوارث؟

استيقظنا صباح الثلاثاء الماضي في لوس أنجليس على اهتزاز المبنى الذي نسكنه بشكل مرعب، حيث ضرب المدينة زلزال بقوة 5.4 درجة بمقياس ريختر. ما أن زالت الصدمة حتى كرست وقتي لمراقبة ما أسفر عنه الزلزال من أضرار، وكيفية إدارة الكوارث في كاليفورنيا، التي تعد من أكثر المناطق عرضة للزلازل.

تبين بعد الهزة أن لا إصابات أو خسائر، فبعد العناية الإلهية ساهمت التقنية المستخدمة في المباني في عدم وقوع خسائر وضحايا، وكان من اللافت أن المسؤولين يحضون على مزيد من الاستعداد، على اعتبار أن الأسوأ قادم!

سيطر على ذهني تساؤل: هل نحن مستعدون لأي كوارث في منطقتنا، لا قدر الله، خصوصا إذا علمنا بأن عدد الكوارث الطبيعية تضاعف ثلاث مرات خلال الثلاثين عاما الماضية، مع تضاعف عدد المتضررين خمس مرات منذ جيل؟

كما أن التقارير تشير إلى أن الكوارث الطبيعية خلال عام 2006 أدت إلى تضرر أكثر من 135 مليون شخص، وخلفت أضرارا مادية تقدر بحوالي 35 مليار دولار أميركي. ومما يزيد المخاوف أن 6 من بين 8 من كبريات المدن في العالم توجد في مناطق زلازل، وأن 6 منها ساحلية قد تتعرض لمخاطر ارتفاع منسوب البحار.

بعد إعصار «غونو» المداري الذي ضرب سلطنة عمان، سمعت من مسؤول عماني ما مفاده أن وثائق بريطانية تشير إلى أن ما حدث في السلطنة ليس بجديد، حيث شهدت مسقط مثله منذ قرابة المائة عام.

فهل نظرنا إلى مناطقنا بعد كثير من عمليات الردم والتوسع، خشية أن تأخذ دورة الزمان طبيعتها، لا قدر الله، بدلا من تنافس لا جدوى منه مثل: أول وأكبر، وأعلى وأسرع؟ وهل استفدنا من كوارث مرت علينا بسبب الطبيعة وغيرها؟

فبعد أن ضرب اليابان زلزال بدرجة 7.9 بمقياس ريختر في يوليو الماضي، ثبت أن الاستعدادات والتوعية، مع التعلم من التجارب السابقة، ساهمت في التقليل من حجم الأضرار والخسائر.

وللتدليل على حالنا تأملوا ما قاله الدكتور محمد فوزي، رئيس إدارة الأزمات والكوارث المصرية، في حوار له مع «سويس انفو»، حيث يقول «.. هل رأيت مدرسة تقوم بتجربة إخلاء في حالة حريق.. وما إذا كان العمال المعنيون بالإطفاء عارفين أين توجد خراطيم المياه، وما إذا كانت الصنابير جاهزة للتشغيل أم لا؟».

ويضيف الدكتور فوزي «لو تعيد النظر في الحوادث الإرهابية التي وقعت في لندن، لوجدت أن المصابين الناجين من حادث مترو الأنفاق كانوا يخرجون في طابور.. عندما سأل أحدهم قيل له إنهم تعلموا على ذلك منذ أن كانوا في المدرسة».

ويمضي الدكتور فوزي في الحديث إلى أن يقول «ما زال الطريق أمامنا طويلا، ولكن لا بد أن نقول إن طريق الألف ميل يبدأ بخطوة، وهذه الخطوة بدأت منذ مدة».

هل بدأنا؟ للإجابة أنظروا في المباني من حولكم، وراقبوا سرعة استجابة رجال المطافئ وعربات الإنقاذ، وما إذا كان أطفالنا، أو كبارنا، قد طبقوا عملية إخلاء!
